La política exterior America First de Trump en América Latina y Cuba

Resumen

Este análisis examina las ideas fundamentales que sustentan la política exterior del presidente Donald Trump en su segundo mandato: nativismo, neoaislacionismo (Estados Unidos primero), realismo agresivo, esferas de influencia de las grandes potencias y mercantilismo antiglobalista; y cómo la administración las ha aplicado en América Latina en general y en Cuba en particular. Esta segunda administración, integrada por menos figuras del establishment republicano, es más intransigente, menos flexible y más agresiva en la defensa de los intereses estadounidenses. También ha sido más transaccional y menos interesada en preservar alianzas y asociaciones preexistentes. Parece existir cierta tensión interna entre los responsables políticos que favorecen un enfoque más ideológico y aquellos con una perspectiva más neoaislacionista, así como entre quienes priorizan los intereses económicos. América Latina es un área de especial interés dada la experiencia e intereses del secretario de Estado, Marco Rubio. Trump ha anunciado regionalmente sus prioridades: migración, lucha contra el narcotráfico, contención de la influencia de Rusia y China, y protección de los minerales estratégicos. Envalentonada por el exitoso secuestro del presidente Nicolás Maduro en Venezuela, la administración ha intensificado las sanciones contra Cuba, intentando acelerar el deterioro económico para provocar el colapso del régimen.
